The Department of Veterans Affairs at the Togus VAMC intends to award a sole source contract to ChemDAQ Inc. for the H2O2 Sensor Exchange service, starting on October 1, 2020. A market survey established that ChemDAQ Inc. is the only capable vendor to meet the specific requirements, as all related items are proprietary to them and cannot be sourced elsewhere. This notice is not a solicitation for proposals or quotations, and no contract will be awarded based on responses; however, the agency will consider Expressions of Interest (EOIs) submitted by September 11, 2020, at 10:00 AM EST, to help determine whether a competitive procurement is necessary. Interested parties must submit a capability statement detailing company information, verification of any Service-Disabled Veteran-Owned Small Business (SDVOSB) or Veteran-Owned Small Business (VOSB) status if applicable, evidence of ability to offer services under NAICS code 334519, and project experience relevant to the scope of work. Additional submission requirements include a summary of at least three similar projects completed in the last five years and photos of related work. All EOIs must be emailed to the designated contracting officer, Carlton Lunsford, who can be contacted via email or phone. The government retains full discretion over the decision to proceed with a sole source award or initiate competitive bidding based on the information received.
