The Department of Veterans Affairs, Manchester VA Medical Center, intends to award a firm-fixed contract without options to The Aulson Company to address an urgent water system failure at the facility. This contract, under the North American Industry Classification System code 562910, is a sole-source procurement justified by the unique requirements of emergency troubleshooting, repair, and mitigation to quickly resolve and prevent future outages. The procurement will be conducted under FAR 6.302-1, allowing negotiation with a single responsible source due to the critical, time-sensitive nature of the services needed. The company is tasked with delivering comprehensive emergency support, including on-site personnel for troubleshooting, confined space valve vault entry, heater installation and operation, temporary heating for specific buildings, and providing portable restrooms. A key component involves establishing an emergency alternative water connection for the boiler plant, including installation of backflow preventers and appropriate signage to distinguish it from fire sprinkler systems. Additional scope of work includes heat tracing piping systems in multiple buildings to prevent freezing, with redundant heating systems installed requiring new electrical connections in compliance with local, state, and federal safety regulations, including OSHA and NFPA standards. The contract period is set for 60 days to ensure prompt resolution of the emergency at the Manchester VA Medical Center. The notice also invites other responsible sources to submit qualification documentation by February 17, 2023, if they believe they can meet the agency's needs, although the government retains discretion over whether to pursue a competitive procurement. This procurement is not a solicitation for competitive proposals, and no solicitation documents are currently available.
