The Department of Veterans Affairs (VA), through its 252-NETWORK Contract Office 12 in Milwaukee, WI, has awarded a sole-source, firm-fixed-price contract (Solicitation Number 36C25226Q0311) to Varian Medical Systems, Inc. for integration services involving the Varian ARIA Radiation Oncology Systems and the Cerner Electronic Health Record (EHR) platform. This contract, valued at approximately $193,640, is issued under statutory authority 41 U.S.C. § 1901 and FAR 13.106-3(b)(3)(i), allowing for non-competitive procurement due to Varian’s status as the sole authorized original equipment manufacturer (OEM) able to provide these specialized interface services. The scope focuses on creating and supporting a fully functional integration interface that ensures interoperability between the Varian ARIA system and the Cerner EHR, critical for oncology treatment workflows within VA facilities. Key contract requirements include submission of an OEM authorization letter verifying Varian’s exclusive distributor status, as mandated by FAR clause 852.212-71(c). This document is vital for compliance and eligibility throughout the contract period. Deliverables are centered on technical integration and system validation, with performance oversight conducted by the VA contracting office. The place of performance is primarily associated with VA facilities located in Milwaukee, WI, while Varian’s facility in Palo Alto, CA serves as the contractor’s base of operations. There are no identified subcontracting opportunities or socioeconomic set-asides, and no formal evaluation factors beyond confirming vendor authorization and technical capability were applied due to the sole-source nature. The contract does not specify packaging, shipping, or inspection criteria beyond general FAR quality and acceptance standards. Administrative contact for this procurement is Contracting Officer Robert Ruska, responsible for all contractual and procedural communications.
