Brand Name Justification (BNJ)
STERIS Vision Cart Utensil Washer
Bay Pines VA Healthcare System
1. Identification of Agency and Contracting Activity
Department of Veterans Affairs
VISN 8 – Bay Pines VA Healthcare System
Sterile Processing Service (SPS)
2. Nature and/or Description of Action Being Approved
This justification supports the use of Brand‑Name Only procurement for the STERIS Vision Cart Utensil Washer and associated OEM installation services. The procurement will be solicited as a 100% SDVOSB set‑aside under FAR Parts 12, 13, and 19.14.
3. Description of Supplies/Services
The VA requires the purchase and installation of one (1) STERIS Vision Cart Utensil Washer, including:
- OEM‑manufactured washer
- OEM‑authorized delivery
- Removal of the existing unit
- OEM‑authorized installation, calibration, and verification
- Full OEM warranty
- Accessories and utilities required for full operational capability
4. Brand‑Name Justification
The STERIS Vision Cart Utensil Washer is required solely because:
a. Compatibility
The Bay Pines SPS department uses a standardized STERIS processing environment.
The washer must interface with:
- Existing STERIS sterilizers
- STERIS racks, carts, connections
- OEM cycle configuration software
- Existing validated workflows
Other manufacturers are not compatible with these systems.
b. OEM Installation and Warranty Requirements
STERIS requires:
- OEM‑authorized technicians for installation
- OEM‑certified validation
- OEM warranty activation only when installed by OEM‑certified personnel
Third‑party equipment or installation would void warranty protection, and violate facility infection control standards.
c. Patient Safety and Regulatory Compliance
STERIS equipment provides:
- Validated cycle parameters
- Cleaning levels meeting FDA, AAMI, and VA standards
- OEM‑certified documentation required for accreditation
Using non‑OEM equipment poses safety, performance, and regulatory risk.
d. Standardization
Bay Pines VA maintains standardization to:
- Reduce technician training time
- Ensure compatibility with existing sterilization systems
- Maintain spare parts and service uniformity
5. Market Research
A Sources Sought posting was issued.
Four (4) SDVOSB firms responded with:
- SDVOSB certification
- Proof of STERIS OEM authorized distributor status
This confirms SDVOSB ability to supply the Brand‑Name product under the SBA NMR Class Waiver for NAICS 334510.
6. Determination
Only STERIS‑brand equipment meets the facility’s compatibility, safety, and workflow requirements. Therefore, acquisition of the STERIS Vision Cart Utensil Washer (Brand‑Name Only) is in the Government’s best interest.
Quotes will be solicited from SDVOSB‑verified, OEM‑authorized distributors only.
7. Required Actions
- Proceed with 100% SDVOSB Combined Synopsis/Solicitation (LPTA)
- Award to the lowest‑priced technically acceptable SDVOSB
- Compare price against Steris FSS pricing for fairness and reasonableness
