The Department of Veterans Affairs, through its Network Contracting Office 17 based in San Antonio, Texas, awarded a sole-source contract to Beckman Coulter, Inc. under solicitation number 36C25726Q0004 for preventative maintenance services on the DxM 1040 MicroScan WalkAway instrument. The contract, issued on November 18, 2025, encompasses a one-year base period from December 20, 2025, through December 19, 2026, with four additional one-year option periods extending through December 19, 2030. The base period award amount is $55,840.98, with no pricing detailed for the option years. Compliance with FAR 13.501(a)(2)(i) indicates a sole source justification based on Beckman Coulter, Inc.'s proprietary rights and certified service expertise on the equipment. The contractor is responsible for performing one annual onsite preventative maintenance visit, including labor, travel, OEM parts, 24/7 remote monitoring and emergency repair support, assay menu expansion, operator training, and provision of loaner instruments during extended repairs at the West Texas VA Health Care System in Big Spring, TX. The scope of work mandates that all maintenance activities be executed by Certified Beckman Coulter Field Service Engineers or authorized third parties, adhering to stringent standards such as AABB, CAP, and VHA Handbook 1106.1, as well as all applicable federal, state, and VA regulations. Detailed maintenance tasks include replacement of consumable parts like reagent gaskets and tubing, optical shield cleaning, system performance verification, and full system checks in compliance with manufacturer specifications. Service reports documenting each visit must include specific identifiers (model, serial number, VA barcode), technician details, and service actions. The contract imposes strict controls on records and data management, requiring government ownership of all records and compliance with federal records laws, Privacy Act, FOIA, and VA information security mandates. Emergency onsite service response is required within two business days of a call. Contract administration data identifies Jose Campa as the Contracting Officer and the primary point of contact. The contract conditions exclude the use of subcontractors without prior approval, do not specify packaging or FOB terms due to the service-oriented nature of the agreement, and emphasize contractor liability for any data breaches involving sensitive VA information. The procurement process was limited to a sole source due to the unique service and certification requirements associated with the proprietary instrumentation.
