This contract, identified as J066–Luminex 200 Service Maintenance Agreement with solicitation number 36C25726Q0752, covers unlimited emergency repairs including parts, labor, and travel, one annual preventive maintenance visit, priority service scheduling with a two-business-day response target, 24x7 telephonic and online technical support, required software updates, and limited PC hardware coverage for systems originally installed by Luminex on xMAP®-based platforms. The period of performance spans three consecutive years, beginning September 15, 2026, with two optional one-year extensions through September 14, 2029. Services will be performed exclusively at the Doris Miller VA Medical Center in Waco, Texas, with all work conducted by Luminex-trained personnel using factory-approved parts aligned with ISO9001 quality standards. The procurement is justified under FAR 12.102(a) because Luminex is the sole manufacturer and authorized service provider for xMAP® instruments in the United States, as confirmed by a sole source letter from the company. No competition is anticipated unless a written capability statement from an alternative source is submitted within seven days of the notice’s publication, demonstrating a more advantageous offering. The contract does not include pricing details, packaging or marking requirements, invoicing instructions, or specified accounting codes. The Contract Specialist, Erika N. Taylor, serves as the primary point of contact, and while no formal COR or COTR is designated, service completion is subject to government acceptance at the Waco facility upon submission of service reports. All technical and operational requirements are non-negotiable, and no alternate service plans or fill-ins are permitted.
