The Department of Veterans Affairs, Network Contracting Office 19, intends to award a sole source procurement to Agilent Technologies, Inc., a large business, for the maintenance and support of mass spectrometry equipment. This procurement is being conducted under Multiple Award Schedule GS-07F-0564X in accordance with GSAR 538.7104-3(b)(1)(ii). The scope of work includes the provision of CrossLab Silver and CrossLab Passthrough services for JW, VV, and MW 6465 Triple Quadrupole LC/MS Enhanced systems, as well as other MVS Direct Delivery Systems. The award is justified as a sole source because Agilent is the original equipment manufacturer and the only entity with access to proprietary instrument firmware, software updates, engineering upgrades, and specialized diagnostic and troubleshooting tools required to maintain the equipment at the necessary quality level. The period of performance consists of a base year running from November 1, 2026, to October 31, 2027, with four subsequent one-year option periods extending through October 31, 2031. The associated NAICS code for this requirement is 811210, with a business size standard of 34 million dollars. While this is a notice of intent and not a request for competitive quotes, interested parties were required to demonstrate their capability to meet the government's needs by October 15, 2026. The primary point of contact for this action is Contracting Officer Lindsey Zwaagstra.
