J072--Commercial Kitchen and Dietetics Equipment Maintenance

The Department of Veterans Affairs is seeking capability statements from qualified small businesses to provide comprehensive maintenance and repair services for approximately 224 pieces of commercial kitchen and dietetics equipment across the VA Palo Alto Health Care System, including facilities in Palo Alto, Menlo Park, and Livermore. This action is a Sources Sought Announcement under NAICS Code 811412, specifically set aside as a Total Small Business acquisition with eligibility restricted to Service-Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses that are verified in the SBA database. Respondents must demonstrate at least five years of documented experience maintaining similar equipment at two or more VA facilities or large hospital systems, with specialized experience in retherm units, conveyorized dishwashers, and refrigeration systems. All personnel must be trained and certified, with CFESA certification preferred, and are required to wear professional uniforms displaying the company logo, name, and nametag. The scope includes quarterly and monthly inspections, emergency repairs, and full testing of all equipment functionality, including electronic programming, temperatures, pressures, drainage, spray patterns, and heating and cooling cycles, all performed in strict accordance with manufacturer recommendations. Contractors must establish and submit a Quality Control Program that includes a detailed inspection plan for all equipment, on-site records of all repairs and corrective actions, and a system for tracking out-of-service status. Written reports—monthly, quarterly, and emergency—are mandatory and must be formatted using the standardized nomenclature of Facility name (PAD, MPD, or LVD), building number, and room number, such as PAD-b520-A175. Any repair deemed inadequate must be corrected within 24 hours of notification by the Contracting Officer's Representative. Contractors are required to submit Material Safety Data Sheets and trade names of all chemicals prior to use. Responses must be submitted as a capability statement on company letterhead via email to Larry Facio at Larry.Facio@va.gov by June 8, 2026, with the subject line “Sources Sought VAPAHCS Appliance Services.” The statement must include the company’s UEI number, socio-economic status, summary of relevant experience, any VA or GSA contract numbers, details of intended subcontractors, and additional information. The Government will not reimburse any costs incurred in preparing or submitting a response, and this announcement does not constitute a commitment to issue a solicitation or award a contract.
