This contract is a limited source justification for maintenance services on existing QUADIENT mail room equipment used by the Department of Veterans Affairs Veterans Benefits Administration (VBA) Regional Office in Buffalo, NY. The procurement is authorized under the Multiple Award Schedule (MAS) program and involves continued onsite repair, preventative maintenance twice annually, and equipment training at specified rates. QUADIENT, formerly known as NEOPOST and the original manufacturer, holds proprietary rights to the equipment, parts, and services. The only authorized factory-trained service representative in the Buffalo area is Trust Lineage, a large business designated as QUADIENT's exclusive channel partner. The contract ensures maintenance of critical mail processing equipment, including several specific models integral to the VBA's mailing operations, to prevent delays in service to veterans and staff. The estimated contract value is $15,000 annually over a five-year period, with services beginning April 1, 2022. The justification emphasizes that QUADIENT is uniquely qualified to provide these services due to proprietary ownership of the equipment and USPS regulatory requirements governing postage meter maintenance. Market research confirmed no other GSA schedule holders can perform these services without QUADIENT authorization. Some obsolete equipment is excluded from repair costs, and the contract excludes warranty terms, as it covers maintenance rather than new purchases. The approval certifies that restricting sourcing to QUADIENT and Trust Lineage complies with applicable federal acquisition regulations, ensuring the VA receives the highest quality repair service necessary for uninterrupted mail room functionality.

The Contracting Officer spoke with Stacy Graham, 281-928-7116 of QUADIENT and requested a proprietary confirmation from QUADIENT formerly NEOPOST mailing equipment and services provided. Other Pertinent Facts than the facts provided within this justification. The existing equipment is government owned. There are three pieces of equipment, specifically models 5001, 5050 and SI72 which are obsolete and quote to be submitted by QUADIENT will not include cost to repair they are obsolete ( end of life) . The postage meter will be paid for via PCard in accordance with quoted price submitted for each year and the cost is not a part of the eventual Task Order for maintenance services stated in par 2 above. There is no warranty therefore it is NOT mentioned. A warranty would apply if action was a first-time purchase, and the time period is only for 90 days at time of purchase or a lease. USPS regulates the postage meter rates and they assigned the rights to maintain their header in QUADIENT mailing machines. USP awarded only four no other OEMs to maintain their postage rate meter in their equipment. RO307 SSD did conduct their own market research and decided to keep current inventory by requesting a service contract to keep the active equipment in full and compliant operating status.
