James St. Pumping Station Channel Automated Screen

The City of Orillia is seeking engineering support services for the design, selection, and installation of one automated coarse screen in a single channel at the James St. Sanitary Pumping Station. The primary objective of this retrofit is to mitigate the impact of ground rags and debris on the Wastewater Treatment Centre. The selected consultant will be responsible for conducting an initial assessment of existing infrastructure, selecting at least three acceptable equipment suppliers, developing procurement specifications and drawings, and providing construction administration and oversight. This includes performing quality control, witnessing factory and site acceptance testing, and managing commissioning activities. The contract is governed by the Ontario Provincial Standards for Road and Public Works General Conditions (OPSS MUNI 100) and requires compliance with the Occupational Health and Safety Act and the Ontario Building Code. The agreement is expected to remain in effect until March 12, 2027, or upon the satisfactory completion of all deliverables. Award selection is based on a ranked scoring system combining non-price rated criteria and price evaluation, with a minimum threshold of 70 percent required for company background and experience. The top-ranked proponent will enter direct negotiations to finalize the agreement. Payment will be processed monthly via Electronic Funds Transfer to a Canadian bank account, contingent upon the submission of proper invoices and a valid WSIB Certificate of Clearance. For security reasons, the consultant will not be granted access to the City's SCADA network. Proposals must be submitted electronically through the Bids and Tenders Orillia portal by the established deadline.
