Queen and Front Street Interim Drainage Mitigation

The City of Orillia has issued Request for Proposals No. 2026-032-DSE-ENG for the Queen and Front Street Interim Drainage Mitigation project. The city is seeking a qualified engineering consultant to investigate hydrologic and hydraulic conditions causing frequent ponding at the intersection of Queen Street and Front Street. The objective is to develop and recommend interim mitigation alternatives to reduce ponding until a long-term solution from the 2019 Catchment Area 17 Stormwater Management Plan Municipal Class Environmental Assessment can be implemented. Key deliverables include an existing conditions assessment, the evaluation of mitigation alternatives, and the production of detailed design drawings at 60, 90, and 100 percent completion, along with technical specifications for tender documents. Proposals must be submitted electronically via the Bids and Tenders Orillia portal by October 2, 2026, at 2:00 pm local time. The city will use a multi-stage evaluation process totaling 140 points, consisting of 115 points for non-price rated criteria—such as company experience, work plan, and project schedule—and 25 points for pricing. The top-ranked proponent will be invited to enter direct contract negotiations. Award requirements include a valid WSIB Certificate of Clearance and adherence to the City's insurance policies. The selected consultant will also serve as the City's representative during the construction phase, ensuring work conforms to plans and specifications in accordance with OPSS MUNI 100 and Ontario provincial standards.
