The scope of this acquisition included an End?of?Life (EOL) purchase of Military GPS User Equipment (MGUE) Increment 1 (Inc 1) Common GPS Modules (CGMs) in support of DoD Military?Grade GPS Receivers and GPS?aided Precision Guide Munitions. The CGM is: National Stock Number (NSN)/ Part Number (P/N) Collins Aerospace (Collins) Common GPS Module (CGM) NSN 5962?01?688?3706 Collins (13499) P/N 835?1032?010 The resulting contract also included requirements to store, manage, account for, validate, and distribute Collins CGMs using a vendor?managed inventory (VMI) system. VMI will extend through calendar year (CY) 2029 if all options are exercised. The statutory authority permitting other than full and open competition is 10 U.S.C. - 2304(c)(1), implemented by FAR 6.302?1. There is only one or a limited number of sources and items specific to one manufacturer. Reason for Authority Cited - Collins, as the design control authority of the CGM, has the technical data, data rights, and manufacturing knowledge necessary to test, store, distribute, and incorporate its CGM into the next higher assembly to support various weapon systems across DoD. The technical information was certified as complete and accurate by the DLA Land and Maritime Product Specialist on July 6, 2020.
