The Florida Department of Management Services is establishing a State Term Contract for statewide janitorial services across all 67 Florida counties under solicitation number 26-76111500-RFP. The scope of work includes comprehensive cleaning of restrooms, windows, blinds, hard surfaces, and carpets, as well as pressure washing and specialized cleaning for medical areas such as emergency and operating rooms. Services are generally performed Monday through Friday, with specific requirements defined by Customer-Specific Scopes of Work. The contract allows for an initial term with a renewal option of up to three years or the length of the initial term, whichever is longer. Awards will be made to responsive and responsible respondents achieving the highest total final scores, based on a weighted evaluation of technical proposals (1,100 points) and cost proposals (900 points). Technical scoring utilizes a 0-4 scale, while cost proposals establish ceiling rates for various service types. Mandatory requirements include the submission of a Foreign Country of Concern Attestation, a Drug Free Workplace certification, and a Vendor Certification Form covering boycotts of Israel and activities in scrutinized countries. All site supervisors and key personnel must be direct W-2 employees of the prime contractor. Contractors must adhere to strict quality control standards, maintaining a Site Management System for documentation and inspections. Failure to conduct required background checks is considered a material breach. Compliance with OSHA Hazard Communication Standards and EPA regulations is mandatory, including the provision of English-language Safety Data Sheets. Payment is contingent upon annual legislative appropriation and is governed by Florida Statutes. Respondents must submit a single PDF technical proposal and a separate cost proposal via the MyFloridaMarketPlace Sourcing Event by the December 15, 2026, deadline.

This statewide contract aims to provide state agencies and eligible users with as-needed auditing and consulting services across five distinct categories: Financial and Accounting, Investigative, Information Technology and Data Compliance, Programmatic and Compliance, and Risk Assessment.
