Architect-Engineering Services for the FL 6th District Court of Appeal – New Courthouse

The Florida Department of Management Services, Division of Real Estate Development and Management, is soliciting Request for Qualifications RFQ REDM2627-01 for architectural and engineering services to design and construct the new State of Florida Sixth District Court of Appeal courthouse. Located on a 5.30-acre state-owned parcel at 4165 Lakeland Hills Boulevard in Lakeland, Florida, the project scope includes the development of an appellate courtroom, judicial chambers, staff offices, a Clerk's Office, a Marshal's Office, secured and public circulation, technology and security systems, and approximately 120 parking spaces. The project has an estimated construction budget of 53.5 million dollars, which excludes the compensation of the selected Architect-Engineer. The procurement utilizes a two-stage qualifications-based selection process in accordance with section 287.055, Florida Statutes. Stage one involves a preliminary screening based on the firm's proximity to the project, relevant design experience, and ability to perform contract delivery. Firms advancing to stage two will be evaluated through interviews and presentations focusing on past performance, understanding of program requirements, and approach and methodology. The anticipated contract start date is March 2, 2027. Respondents must be legally registered in Florida and authorized to practice architecture, engineering, and landscape architecture under applicable state statutes. Mandatory submission requirements include a letter of interest, a Professional Qualifications Supplement, a project listing of relevant experience, current Florida licenses, and a completed Federal GSA Standard Form 330. All responses must be submitted in Adobe PDF format on a thumb drive to the Procurement Liaison, who serves as the sole point of contact. Selected firms must adhere to strict confidentiality requirements regarding building plans under Florida Sunshine laws and comply with all state building codes and fire safety standards.
