The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst intends to negotiate and make an award on a sole-source basis with FXC Corporation, CAGE: 52497, for a Fixed-Price contract. This procurement is for  a quantity of one (1) Ripcord Release Testers, part number 711-07153, NSN 1670-01-508-8838 for the Japan Air Self-Defense Force (JASDF) E-2D Hawkeye program.  JASDF requires this tester to test the automatic parachute ripcord release for their packed parachutes.


The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, 10 U.S.C. 3204(a)(1) “Only one responsible source and no other supplies or services will satisfy agency requirements” for this action. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
