The Jordan Basin Improvement District (the District) is soliciting Statements of Qualifications (SOQs) from qualified engineering firms to provide professional services for the preliminary design phase of the expansion of the Jordan Basin Water Reclamation Facility (JBWRF) from 15 million gallons per day (MGD) to 30 MGD. The JBWRF, commissioned in 2012, utilizes membrane bioreactor (MBR) technology and is owned and operated by the District. The selected firm will be responsible for developing design documentation that includes treatment process evaluation, civil and structural engineering, value engineering, and coordination with stakeholders, addressing special design considerations such as maintaining plant operations during construction and environmental challenges. The project delivery method to be used is Construction Manager at Risk/General Contractor (CMGC), requiring the engineering firm to collaborate closely with the Construction Manager/General Contractor and effectively coordinate design-build interfaces. Evaluation of submissions will be based on a combination of pass/fail criteria and a weighted scoring system that emphasizes relevant project experience (including at least one water reclamation facility of 6 MGD or greater and prior CMGC delivery experience), resumes and workload of key personnel, approach to CMGC project delivery, and methodology for addressing special design aspects. Firms must submit thorough documentation, including certifications, detailed project references with client contacts, and authorizations to release financial and performance information. The selection process involves review of qualifications and potential interviews, with the District retaining discretion to continue with the initial design firm or engage in re-selection thereafter. The solicitation, posted November 17, 2025, sets a response deadline of March 13, 2026, with mandatory site visits and inquiry deadlines preceding submission. No contract pricing or financial terms are specified at this stage, as the procurement focuses on technical capability and qualifications. The District reserves full rights to accept or reject proposals, negotiate scopes, and ensure best value alignment for this critical infrastructure expansion serving Utah.

Jordan Basin Improvement District (the District) requests Statements of Qualifications (SOQ) from qualified engineering firms to provide professional engineering services for the expansion of the Jordan Basin Water Reclamation Facility. This facility, a 15 MGD membrane bioreactor (MBR) was first commissioned in 2012 and is owned and operated by the District. The scope of services and contract will be for the Preliminary Design of the facility expansion from 15 MGD to 30 MGD. While the District anticipates the same firm continuing through the entire project, after completion of the Preliminary Design, the District reserves the right to review the performance of the engineering team and, in its sole discretion, continue with the selected firm or go through the selection process for a new design firm to finalize design. The District will consider a partnership or collaborative effort between multiple firms, if such collaboration is in the best interest of the District.
