RFQ: Susquehanna River Road Corridor Safety, Shared-Use Path and Quarry Park Access Improvements
Solicitation # BPM059336
The Town of Port Deposit, in coordination with WILMAPCO, is seeking a multidisciplinary planning and engineering consultant to implement an integrated safety and mobility project for the Susquehanna River Road corridor. The scope of work focuses on establishing a context-sensitive safety strategy using the Safe System Approach, determining safe multi-modal access to the planned Hopkins Quarry Park, and evaluating the feasibility and preliminary design of a shared-use path between Granite Avenue and Octoraro Park. The project aims to produce an actionable 30 percent design and basis-of-design package by June 30, 2027, with the potential for future progression to final Plans, Specifications, and Estimates. This is a qualifications-based selection process where the contract will be awarded to the most qualified firm based on equal weighting of their proposed team and key staff, project approach, and related experience in rural corridor safety and riverfront access. Compensation and detailed scope will be negotiated after the selection of the highest-ranked firm; therefore, no fee or price information should be included in the technical proposal.
