Work Plan: The RFP states, "The Work Plan should address the requirements outlined in the following sub-sections, “Project Management Requirements”, “Project Timeline”, and “Implementation and Transition Plan”." Will the State provide the requirements for "Implementation and Transition Plan"? | Answer: The RFP instructs Offerors to include an “Implementation and Transition Plan” within the Work Plan. While this subsection does not appear as a standalone header on Page 15, all required content for the Implementation and Transition Plan is fully provided elsewhere in the RFP. Page 31.• Part 2 – Contract‑Specific Terms and Conditions, Termination Assistance Services (transition responsibilities, standards, and expectations for orderly transfer of work). No content intended for those lettered subsections is missing from the RFP. Offerors are required to respond only to the components explicitly listed in subsections a–i and n–p as they appear in the RFP. 1.pdf) The State apologizes for any confusion caused by this formatting error. The published list of components is complete, and no additional technical proposal requirements will be issued for subsections j–m. | Answered: 3/26/2026 Inquiry 85308 | On Page 3 of 60, the Term of Contract states that it is form the award date through June 30, 2027. It also includes two renewal options for up to two (2) additional two-year term(s). The cost workbook provided does not include anything to include for the optional renewals should the State choose to execute. What is the expectation for cost during the executed renewal period if not included in this version of the Cost Workbook? | Answer: As stated on Page 3 of 60, the initial Contract term is from the award date through June 30, 2027, with the State reserving the option to renew the Contract for up to two (2) additional two‑year terms. 1.pdf).pdf). The Cost Proposal Workbook provided with the RFP reflects only the pricing required for the initial Contract term. The omission of cost entry fields for renewal years in this version of the workbook is intentional. Offerors are not required to submit renewal‑term pricing at this time.If the State elects to exercise any renewal option(s), the cost for those renewal periods will be addressed at the time of renewal in accordance with State procurement policies, the Contract’s terms, and budgetary appropriations. The State will request any necessary pricing information directly from the Contractor during the renewal process. No additional cost information beyond what is included in the current Cost Proposal Workbook is required for this RFP response. The State appreciates your attention to detail and hopes this clarification assists you in preparing a complete and compliant proposal. | Answered: 3/26/2026 Inquiry 85311 | The RFP indicates that multiple staff members can meet the Team requirements. Please clarify if the Project Manager requirements can be met by multiple staff. | Answer: The RFP distinguishes between team‑level requirements and position‑specific requirements. Team requirements may be met collectively, but position‑specific requirements must be met by the individual proposed for that role. The RFP specifies that the Project Manager must be a single, named individual and must independently meet all required qualifications, including the project management credential, the five years of cost allocation experience, and the required certification. Therefore, Project Manager qualifications cannot be split across multiple personnel. Multiple staff may meet team‑level requirements, but only one individual can meet the Project Manager requirements. | Answered: 3/26/2026 Inquiry 85314 | Part 1 - Scope of Work; 2. Requirements; A.
