AI Contract Overview
The State of Utah Division of Forestry, Fire and State Lands is soliciting bids for the Fivemile Pasture and Three Creeks Habitat Improvement and Fuels Reduction Mastication project. This effort focuses on wildfire hazard reduction and wildlife habitat improvement through the mechanical removal and shredding of pinyon pine and juniper trees across approximately 2,347 acres in Garfield and Iron Counties. The project is divided into two primary components: full mastication of 2,149 acres and mastication with leave trees for 198 acres to create soft edges. Participation is strictly limited to prequalified contractors, and the contract will be awarded to the lowest cost responsive and responsible vendor. Bids must be submitted on a per-acre and total cost basis, and the selected vendor must guarantee pricing through the project's completion. The contractor is required to utilize at least three mobile tracked or wheeled mechanical mulchers capable of processing trees up to 28 inches in diameter, ensuring mulch depth does not exceed 3 inches. Performance is subject to strict environmental and operational constraints, including high-pressure washing of equipment to prevent weed spread, USFS inspections prior to forest entry, and the avoidance of noise-generating activities within 1.2 miles of active sage-grouse leks from February 15 to May 15. Work must begin as soon as possible following the pre-work meeting and must be completed by April 1, 2027, with no extensions permitted due to wildlife habitat stipulations. Payment will be issued as a single lump sum upon final inspection and acceptance, provided the contractor maintains required workers' compensation and commercial general liability insurance.
