JMS. JEOL (DART) Maintenance Service

The Mission and Installation Contracting Command at Fort Gordon, GA intends to award a sole-source, firm-fixed-price contract to JEOL USA Inc. for maintenance services on the JSM-IT300LV Scanning Electron Microscope and related equipment located at the US Army Criminal Investigation Laboratory in Forest Park, Georgia. This non-competitive action is justified under Title 41 U.S.C. 1901 and implemented through FAR 12.201-1, citing JEOL’s exclusive proprietary knowledge, manufacturer-specific parts, calibration protocols, and technical training required to maintain the instrument, making competition impractical. The contract has a base performance period from July 1, 2026, through June 30, 2027, with annual Contractor Manpower Reporting (CMR) due by October 31 of each year. All work must be performed on-site during standard business hours, and the contractor must provide unlimited on-site repair visits, comprehensive preventive maintenance in accordance with JEOL specifications, and detailed service reports within two weeks of each service event, with 100% compliance required on all performance metrics. Contractor personnel must comply with stringent facility access and security protocols, including baseline background checks via the NCIC Interstate Identification Index, mandatory identification badges displaying name, photo, company, and title, and mandatory escort by USACIL employees at all times while on Fort Gordon or Gillem Enclave property. All deliverables, documentation, and source materials generated under the contract become Government property with unlimited rights, and the contractor may not reuse or distribute them without written approval. The Contracting Officer’s Representative will conduct on-site inspections and performance evaluations, with long-term assessment recorded in the Contractor Performance Assessment Reporting System. Additional requirements include mandatory anti-terrorism and force protection training, strict reporting of key personnel and workforce continuity, full disclosure and mitigation of any organizational conflict of interest, compliance with OSHA, AR 200-1, AR 385-10, and EM 385-1-1 standards, and submission of a Quality Control Plan within ten days of award. Responses to this notice of intent must be submitted in writing by May 22, 2026, at 10:00 AM EST; failure to receive compelling evidence of potential competition will result in award without further solicitation.
