JMU-P3-2026 Detailed Phase

James Madison University has issued solicitation JMU-P3-2026 to advance the Public-Private Education Facilities and Infrastructure Act process from the Conceptual Phase to the Detailed Phase. This solicitation is limited to five shortlisted developers and seeks a Master Development Partner to implement the Campus Master Plan. The primary objective is the planning, financing, design, construction, and operation of campus assets, specifically focusing on the redevelopment of the Village and Mid-Campus areas and the creation of a long-term student housing program. The goal is to produce approximately 10,000 net new beds, with a near-term target of 3,000 beds available for occupancy by Fall 2029.
