JOC 2026 Facilities - Large Capacity

The County of Monterey Department of Public Works, Facilities and Parks is soliciting bids for an indefinite quantity Job Order Contract (JOC) titled JOC 2026 Facilities - Large Capacity, with a maximum contract value of $6,402,606. This contract is designed to cover a broad range of general construction, repair, remodeling, and repetitive facility-related tasks across various locations in Monterey County, primarily in Salinas, with work performed under specific Job Orders issued during the contract term. The pricing structure is based on a pre-established Construction Task Catalog (CTC) containing preset unit prices derived from local labor, materials, equipment, and prevailing wages; bidders must submit adjustment factors to be applied to these unit prices for all task categories, including general facilities and detention facilities, during normal and non-normal working hours. Evaluation for award focuses on the lowest Evaluation Criteria Figure, determined by weighted adjustment factors, with tie-breaking procedures based on completeness of submission and sequential comparison of the four weighted adjustment factors, ultimately favoring the earliest submitted bid in case of a tie. The contract term is one year, beginning upon execution, and may conclude either at the end of that period or when the maximum contract value is reached, with any active Job Orders requiring completion even if they extend beyond the contract term. Bidders must hold a valid California Class B Contractor’s License and comply with stringent bonding and insurance requirements, including a $25,000 bid security, and upon award, performance and payment bonds each in the amount of $3,210,303, with the potential for increases to cover the full $6,402,606 maximum contract value if aggregate Job Orders exceed the initial bond amount. Insurance mandates include commercial general liability of $2 million per occurrence and $4 million aggregate, builder’s risk coverage with no coinsurance penalty naming the County as loss payee, business automobile liability of $1 million per occurrence, and workers’ compensation insurance in compliance with California Labor Code. Contractors must also provide documented compliance with numerous certifications, including non-collusion, debarment and suspension status, equal employment opportunity, and a good faith effort to employ at least 50% of the construction workforce from the Monterey Bay Area, supported by a written recruitment plan. All work must adhere to applicable federal, state, and local standards including the ADA, NFPA 70, ASTM, and OSHA regulations, with special provisions for lead-based paint abatement, dust sample analysis using
