Request for Information: 1. General. This is a REQUEST FOR INFORMATION and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. 2. Project Description. The U.S. Army Corps of Engineers, Portland District, has a requirement to manufacture and replace the existing bearing shoe on both the north and south sides of the lock. The Downstream Gate of the John Day Navigation Lock has a bearing shoe that the gate slides up and down in for the watering and dewatering process allowing ships to enter and exit the lock. The current shoe is cracked and it's through bolts are falling apart to its full height on both the north and south sides of the navigation lock. Failures in both the flanges and the skip welds have necessitated replacement during the two week scheduled annual lock outage in March of 2018. There is a hard work window due to commerce and traffic on the river. 3. Install work is required to be carried out between 01 March 2018 and 15 March 2018. 4. The estimated Magnitude of Construction for this project is between $500,000.00 and $1,000,000. 5. Request for Information. For this project, the Government is particularly interested in surveying the industry to determine the industry's capability of obtaining the required bearing shoe and the lead times on manufacturing the product to have available prior to the March commencement of work. The original material the shoe was manufactured from is ASTM A582 Type 416 BHN 248-302 (Fy = 40 KSI). The minimum section length is three feet and the bearing shoe is the main load path between the gate and the monolith. Each bearing shoe moves roughly " relative to and in contact with the bearing plate when the gate is loaded. The approximate bearing pressure is 9000 psi. The existing bearing plate material is ASTM A276 Type 316 with a Brinell Hardness between 331 and 401. Questions for Industry: - Considering the original material and the desired properties is this still the best material to use for this process? - Desired Material Properties - Machinability - Fresh Water Corrosion Resistance - Hardness - Compatibility with Bearing Plate Material to avoid Galling - Weldability (depending on fabrication process) - Ductilness - Are there better materials for use in this project? - For this material or other identified materials: - What are the lead times for material and fabrication? - What is the ideal / maximum section length for machining and heating for hardness? - What suggestions does industry have to reduce lead times? - Are there major concerns or risks industry has with production and installation? - Assuming 12 hour / 7 day a week workdays, what is the approximate duration of work for installation? 6.
