This contract, under the title "Joint All-Domain Transformational Model – Battle Management Decision Advantage Sprint for Human-machine teaming events (JADPACT DASH)," is a solicitation issued by the Department of the Air Force, specifically managed by the AFRL at Wright Patterson AFB, Ohio. Its primary focus is to support the ABMS Transformational Model Battle Management initiative through the execution of DASH events. These events are designed to provide a platform for exploring innovative AI and autonomy solutions in battle management, particularly emphasizing the integration and teaming of humans and machines in joint all-domain operational contexts. The contract calls for submissions from industry and other parties that demonstrate a strong understanding of the military decision function related to battle management. Proposals must clearly outline potential product solutions, link them to specific technical requirements, and include an unclassified military scenario to illustrate the proposer’s comprehension of decision-making needs. Importantly, the structure of DASH events promotes direct warfighter involvement in technology development and encourages industry collaboration, with the aim of identifying and accelerating adoption of autonomy that can enhance joint mission effectiveness. The place of performance is stated as Las Vegas, Nevada, and points of contact are provided for further communication. The solicitation remains open until May 2028, offering a significant window for interested parties to engage.

Full Description

Decision Advantage Sprint for Human-Machine-Teaming (DASH) events provide support for ABMS Transformational Model Battle Management and an opportunity to learn about and explore many different AI/autonomy approaches for Battle Management. Furthermore, the events aim to ensure warfighter involvement in the development of AI/autonomy and further identify areas where autonomy would help a Joint All-Domain (JAD) Battle Manager. The teams also hope to make connections with industries that are also working on Battle Management autonomy functions.

Submitted proposals should reflect an understanding of the decision function, describe the potential product solution, and address coverage of the technical requirements by the potential solution. As part of “understanding of the decision function”, include an unclassified military use case (short vignette) that demonstrates the company’s/party’s understanding the decision function.
