Joint Outfall C Unit 1 Force Main Rehabilitation

The Joint Outfall C Unit 1 Force Main Rehabilitation project, managed by the Los Angeles County Sanitation District, involves the extensive repair and modernization of critical wastewater infrastructure in California. The primary scope of work includes the rehabilitation of approximately 9,600 feet of existing 54-inch diameter reinforced concrete pipe using a fiberglass-reinforced cured-in-place pipe liner. To support this rehabilitation, the project requires the installation of twelve new pressure manholes, the abandonment of eleven existing pressure manholes, and the construction of new diversion structures. Additionally, a new segment of 60-inch diameter force main will be constructed to achieve hydraulic separation between the 54-inch and 60-inch diameter force mains. The project's physical footprint begins at the Port of Los Angeles at Structure Manhole C 0039 and extends easterly through Southern California Edison property, along West Hill Street to Fashion Avenue, southerly through the Caltrans right-of-way to West 16th Street, and finally easterly to the Long Beach Main Pumping Plant at Structure Manhole C 0051 near the 710 Freeway. This project has been granted a Notice of Exemption under CEQA guidelines, as it constitutes the repair and rehabilitation of an existing public facility without expanding its use, and is deemed necessary to prevent or mitigate an emergency.
