The Naval Air Systems Command (NAVAIR) plans to award a sole source contract to Raytheon Missile Systems in Tucson, Arizona, for the Full Rate Production (FRP) 11 of the Joint Standoff Weapon (JSOW) during fiscal year 2015. The contract is expected to be a Fixed-Price-Incentive-Firm type, covering one base year, and includes the procurement of 200 JSOW all-up-rounds and one performance characterization test vehicle, along with the associated supplies and services required for manufacturing, sparing, and fleet deployment. This acquisition is pursued exclusively on a sole source basis under specific statutory authority and federal regulations, as Raytheon is identified as the only responsible source with the necessary technical expertise and access to unique, non-commercial hardware and software components essential for this weapon system. The JSOW system incorporates specialized design elements that have been developed and supported by Raytheon since the early 1990s, making them uniquely qualified to meet the government’s technical and scheduling requirements. The contract is not a solicitation and does not guarantee an award; requests for competition will not be entertained. Prospective subcontractors interested in opportunities should coordinate directly with Raytheon. Additionally, contractors must be registered in the Department of Defense’s Central Contractor Registration database to be eligible for contract award. The effort will be performed in Tucson, AZ, and points of contact for the procurement include designated contract specialists and officers at NAVAIR in Patuxent River, MD.
