The JTRS-M/F (Joint Tactical Radio System-Maritime/Fixed) Cluster 3 Program Office has created a dedicated online platform called the JTRS-M/F Industry Information Virtual Program Office (II VPO) to facilitate information exchange with potential offerors and industry participants. This collaborative workspace, accessible through the provided website, hosts key documents including the Draft Cluster 3 Statement of Work (SOW). The program office is soliciting written comments from interested parties on the clarity and content of the Draft SOW, encouraging feedback on any sections that need further explanation or raise concerns. Detailed instructions for accessing the document and submitting comments using a provided SOW Comment Matrix are outlined, with a submission deadline of August 8, 2003. Questions or comments identified as proprietary will be handled confidentially, while non-proprietary inquiries and corresponding official answers will be shared publicly on the II VPO site. While the announcement is not a solicitation for competitive proposals, it signals the upcoming formal release of the Cluster 3 Request for Proposals (RFP), expected in summer 2003, with contract awards planned for early 2004. The program office emphasizes that no verbal discussions are planned at this stage except when coordinated through designated contracting officers. Submitters are reminded that the government will not cover any costs related to material submissions, and materials submitted will not be returned. This announcement serves primarily to introduce the Draft SOW, gather industry input, and prepare interested parties for the forthcoming formal procurement process managed by the Naval Information Warfare Systems Command in San Diego.
