NOTICE OF PROPOSED PROCUREMENT (NPP) The Joint Terminal Attack Controller Virtual Training System is intended to replace the existing system known as the Interim Forward Observer Officer/Forward Air Controller System (IFSS).
Note: This bid solicitation cancels and supersedes previous bid solicitation number W8486-228446/A dated April 12, 2022 with a closing date of July 11, 2022 at 2:00pm EDT to comply with PSPC's policy to have more than one method of bid submission.
There is no substantive changes to the RFP requirements.
Bidders who submitted timely bids on the previous bid solicitation may resubmit new information to be evaluated or simply maintain their current bid response as is for the retender. Unless bidders indicate to the contrary by submitting new information, the Contracting Authority will treat such bids as being submitted by the bidders in respect of the new tender by bid closing.
1. Summary
The Department of Public Works and Government Services Canada (PWGSC) on behalf of the Department of National Defence (DND) is looking to procure two static Joint Terminal Attack Controller Virtual Training System (JTAC VTS) and In-Service Support and Repair and Overhaul. The JTAC VTS will support the training required to force generate accredited Joint Terminal Attack Controllers (JTAC). The requirement must include the following.
The acquisition contract scope includes:
a) Provide a static JTAC VTS meeting the technical requirements; b) Complete the Project Management tasks; c) Complete the System Engineering; d) Complete and pass the Acceptance testing; e) Provide certifications; f) Provide all the documentation requirements; g) Deliver and install the static JTAC VTS; h) Integrated Logistics Support; and i) Provide initial training.
The In-Service Support and Repair and Overhaul contract scope includes:
a) Program Management; b) Operating Support; c) Engineering Support; d) Maintenance Support; e) Supply Support; f) Repair and Overhaul; g) Additional Work Requests; and h) Training.
This requirement is intended to result in the award of two contracts.
A portion of the Work to be performed under the contract will be on an "as-and-when-requested basis" using a Task Authorization (TA). The Work described in the TA must be in accordance with the scope of the contract.
2. Security Requirement
Minimum Corporate Security Required: Designated Organization Screening (DOS) - Protected B Personnel Security Screening: Reliability Status
3. Supporting Documentation
Some documents are not included in the downloadable RFP package on the buyandsell website. During the solicitation period, DND publications that are referenced in the RFP and are not commercially available can be issued to Bidders upon request.
It is imperative that the Bidder’s request for bid solicitation documentation be made as soon as possible to ensure timely receipt of the associated publications.
Bidders are required to submit their request to the Contracting Authority.
Bidders must also complete and submit the Non-Disclosure Agreement, Annex G with the request.
The supporting documentation may be issued electronically through epost connect.
4. Enquires
On behalf of DND, the PWGSC employee indicated below has been designated as the Contracting Authority (CA) for JTAC VTS. To ensure the integrity of the procurement process all enquiries regarding the JTAC procurement must only be directed to the CA.
