The contract calls for a feasibility study to be conducted prior to the design and implementation of a Utility Energy Service Contract (UESC) aimed at reducing energy consumption at various Navy buildings at the Naval Undersea Warfare Center, Naval Station Newport in Rhode Island. This study is essential to evaluate which Energy Conservation Measures (ECMs), such as retro-commissioning of select buildings, upgrading fans and pumps, modernizing HVAC equipment, improving building controls, and utilizing solar thermal systems for heating, are feasible, cost-effective, and capable of delivering the projected energy savings. The total area involved in this project is approximately 1,130 thousand square feet, and initial efforts have included a preliminary energy audit provided by NG at no cost to the government. NG has committed to financing the design and implementation costs for the project upfront, with repayment scheduled over about ten years following successful project completion and acceptance. The feasibility study will provide a detailed, targeted roadmap for implementing the ECMs and will serve as a critical prerequisite for moving forward with the UESC. The Navy anticipates annual energy cost savings of approximately $694,000 upon successful execution of the project. This effort is managed by NAVFAC Mid-Atlantic under the authority of 10 U.S.C. § 2913(d), and responses for the contract were due by August 15, 2011.

Full Description

Request Feasibility Study (FS) prior to Design/Implementation for Utility Energy Service Contract (UESC) for Energy Conservation Measures at Naval Undersea Warfare Center (NUWC), Naval Station (NAVSTA), Newport, Rhode Island. The feasibility study is necessary prior to the design/implementation of a UESC project at NAVSTA Newport. Specifically, NAVSTA Newport has requested NAVFAC Mid-Atlantic’s assistance with a UESC project with NG. This UESC project, pursuant to 10 U.S.C. § 2913(d), will involve the reduction of energy consumption at various Navy buildings at NAVSTA Newport. This reduction in energy consumption will be accomplished by retro-commissioning of select buildings, fan and pump upgrades, modernization of HVAC equipment, improvements to building controls, and utilize solar thermal systems for heating. All of these items together are hereinafter referred to as Energy Conservation Measures (ECM). The total area for this UESC project is approximately 1,130 KSF. As a part of this UESC project, NG has agreed to provide or has provided, as an incentive and at no cost to the Government, a preliminary energy audit identifying potential ECMs, as well as financing (as such financing is authorized per 10 U.S.C. § 2913(d)). Specifically, NG will advance financing costs for the design/implementation of the project, which will be repaid upon completion and acceptance of the project, over an agreed-to period (approximately 10 years). Prior to the design/implementation of this UESC project, the Navy must procure a feasibility study, which is necessary to determine which ECMs are actually possible, cost effective, and will result in the savings that will ultimately pay for the UESC project. The annual projected energy cost savings for this UESC project are estimated to be $694,000. Specifically, as of this time, all the Navy has received is a preliminary energy audit of the NAVSTA Newport facilities at issue, identifying potential ECMs (as discussed above). While this preliminary energy audit is of value and does provide information regarding this UESC project, a feasibility study is necessary in order to obtain very detailed, targeted information regarding the feasibility and costs pertaining to specific ECMs at NAVSTA Newport. This feasibility study will provide the detailed “road map? for the ECMs and specific actions that will form the design/implementation of this UESC. The feasibility study is necessary prior to proceeding with the design/implementation of the UESC, and the feasibility study is thus a prerequisite for the necessary improvements referenced above at NAVSTA Newport. Response Date: 08/15/11

SUNY Schenectady Natural Gas Supply Services
Solicitation # 2140092
SUNY Schenectady is soliciting quotes through RFQ 2026-07 for the provision of fixed-price natural gas supply services. The college is seeking qualified suppliers and brokers to provide all-inclusive pricing on a per-therm basis for either a three-year or five-year contract term, with a projected start date of February 1, 2027. All accounts are located within NYISO Zone F in the National Grid/NIMO territory. The college prefers a dual billing arrangement where National Grid handles delivery billing and the selected supplier invoices separately for supply charges on Net 30 terms. No separate broker fees are permitted, as all compensation must be embedded in the per-therm rate. This procurement is conducted as a competitive sealed bid for a commodity purchase, and the contract will be awarded to the lowest responsive and responsible bidder. Bidders are not required to submit a technical proposal but must provide a cost bid in a separate sealed envelope along with several mandatory certifications, including conflict of interest disclosures, non-collusive bidding certifications, and evidence of authorization to supply natural gas in New York State. The deadline for bid submissions is November 19, 2026, at 2:00 PM. Successful bidders must maintain industry-standard insurance and ensure all assigned staff execute non-disclosure agreements.
