This sole source contract, solicitation number 70Z08426QEXCS0003, is a firm fixed-price agreement between the Department of Homeland Security's Coast Guard LOG-9 office and Toll Remote Logistics (TRL) USA Inc. The contract is valued at 900,000 dollars and covers a period of performance from May 20, 2026, through September 30, 2026. The primary objective is to provide secure port and pier services in Singapore for Fast Response Cutters undergoing Operational Depot Maintenance Schedule work. These services include mooring, 200-amp shore power, potable water, waste removal, warehouse space, material handling, and seabed sweeping by divers. The award is justified as a sole source under 10 U.S.C. 3205 and FAR 6.103 because TRL operates the only facility in the region with the necessary U.S. Navy and NCIS security accreditation and physical access controls. The maintenance is structured in staggered three-week intervals for pairs of cutters to ensure fleet readiness and avoid the costs and delays associated with relocating resources. All services are performed and accepted at the TRL facility in Singapore, with funding provided through FY2026 Operations and Support funds. A long-term follow-on contract is anticipated to begin in FY2027.
