Juvenile Jail Compliance Platform

The state of New Hampshire through its Department of Health and Human Services is seeking a vendor to develop and manage a statewide Juvenile Jail Compliance Platform designed to ensure adherence to federal juvenile justice laws. The solution must support approximately 300 agencies by providing secure accounts for entering facility details, uploading required documentation, and submitting comprehensive incident reports whenever a juvenile is held in a secure adult facility. The platform must be robust enough to handle consistent data entry and reporting across a wide network of users while maintaining data integrity and regulatory compliance. The vendor is responsible for the full lifecycle of the system including technical support, user onboarding, training programs, and coordinated marketing efforts to drive adoption, all in close partnership with the Department’s Communications Bureau. In addition to system development, the vendor must provide ongoing maintenance to ensure continuous functionality, security, and scalability. The platform must be accessible, reliable, and user-friendly for agency staff with varying levels of technical expertise.
