The Navy intends to negotiate a sole source contract with L3 Communication Corp., located in Alpharetta, GA, to design, fabricate, test, and deliver upgraded Portable Air Defense Simulators (PADS) systems for use at various Tactical Training Ranges such as NAS Fallon, Pacific Missile Range Facility, MCAS Yuma, and Southern California Offshore Range. These PADS systems simulate foreign shoulder-launched heat-seeking missiles, specifically SA-16 and SA-18 models, and are essential for training air crews in missile threat scenarios. Currently, the training ranges rely on a variety of outdated PADS versions that lack compatibility and are difficult to maintain due to obsolete parts. The new program aims to unify these systems into a modernized configuration called the PADS-Lite B system, which will feature improved components like a digital scoring system replacing VHS recorders, daylight-readable monitors, and streaming video outputs to support remote viewing capabilities. L3 Communication Corp. is the original equipment manufacturer and the sole provider capable of performing these upgrades because they possess the proprietary designs and schematics necessary for the conversion and modification of the foreign military equipment into the existing PADS. The contract is expected to be a firm fixed price, indefinite delivery indefinite quantity agreement, awarded under the authority allowing sole source procurements based on unique capability. This notice serves as an informational announcement only and does not represent a solicitation or request for proposals. The modernization effort is driven by the need to improve system reliability, remove component obsolescence, and standardize training equipment across Navy Tactical Training Ranges.
