AI Contract Overview
This solicitation, identified as 36C24126Q0460, is a Request for Quotation issued by the U.S. Department of Veterans Affairs through the 241-NETWORK Contract Office 01, exclusively set aside for Service-Disabled Veteran-Owned Small Businesses under NAICS code 238210. The contract seeks the testing and replacement of 13,800-volt medium voltage feeders at the Edward P. Boland Campus of the VA Central Western Massachusetts Medical Center located at 421 North Main Street, Leeds, MA 01053. Offerors are required to conduct a mandatory site visit on May 7, 2026, at 10:00 AM, and must bring photo ID and close-toed shoes; attendance is at their own risk with no liability assumed by the Government. Failure to inspect the site disqualifies any post-award claims. Proposals must include two attachments: a completed Price Schedule and a Past Performance Worksheet with up to three references. Evaluation is based on three factors—Price, Past Performance, and Technical Approach—in a comparative, trade-off analysis, with price being the most significant; the award will go to the proposal deemed most advantageous to the Government, not necessarily the lowest price. The period of performance is 60 days after issuance of the Notice to Proceed, and all work must comply with NFPA 70, NFPA 99, NFPA 101, OSHA CFR 1926, IEEE 400, and VA-specific policies, including ICRA and ILSM guidelines. All personnel must complete OSHA 10-hour training, supervisors require OSHA 30-hour training, and contractors must comply with Executive Order 13706 for paid sick leave, the Service Contract Act, and VA Privacy Training. Electronic submission through juliette.buchanan@va.gov is mandatory by May 15, 2026, at 4:00 PM ET, with no hand deliveries permitted. Payment will be processed via Electronic Funds Transfer through SAM.gov using the VA’s VISTA system, and all contractors must be registered in SAM.gov with verified SDVOSB status through VA-VetCert. No packaging, preservation, or marking specifications are outlined, and no contract value is estimated as pricing fields remain blank for offerors to complete.
