Kansas City Levees UPRR Closure Structure

The U.S. Army Corps of Engineers, Kansas City District, is planning to award a Firm-Fixed-Price, Design-Bid-Build contract for the construction of four closure structures adjacent to two Union Pacific Railroad bridges in Kansas City, Kansas. The project involves building two types of closure structures—stoplog and sandbag—on levees near the Armourdale and Central Industrial District Levee Units. The work includes fabricating stoplog components, constructing floodwalls on the ARM side, tying into existing levees on the CID side, and performing a test-fit of stoplogs across multiple railroad tracks. Construction activities will require railroad right-of-way experience, including coordination with UPRR for approvals, temporary track outages, and flagging operations near the tracks. Storage facilities for stoplog components will also be provided on each levee unit. The solicitation is an unrestricted, full and open competition allowing participation by small and large businesses, with the NAICS code 237990 and a size standard of $45.5 million. The project’s estimated value ranges between $5 million and $15 million, with a performance period of 730 calendar days following the Notice to Proceed. Bids will be submitted electronically through the Procurement Integrated Enterprise Environment (PIEE), with a bid bond required at 20% of the proposed price or up to $3 million, and performance/payment bonds required at 100% of the contract value prior to commencement. The solicitation will be posted on or about March 9, 2026, with bids due approximately 45 days later.
