KC-46 Non-Destructive Test Manual Supplement

The U.S. Air Force, through the Department of Defense office FA8609 Aflcmc Wlck KC46 located at Wright Patterson AFB, Ohio, is issuing a Request for Information (RFI) under solicitation number KC46_NDT2026 to assess industry capability to develop a digitized, standalone Non-Destructive Inspection (NDI) supplement for the KC-46A aircraft. This initiative aims to create a tailored Air Force-specific reference that includes only the 51 combined approved and accepted inspection tasks derived from the existing Boeing Commercial NDT Manual, ensuring alignment with Air Force maintainer skill levels and approved equipment. The supplement must utilize the same procedure identifiers and parts as the original KC-46 NDT manual, reference Tech Order 33B-1-2 for calibration, and limit external documentation to non-procedural content such as safety, access, and maintenance planning information. The final deliverable is to be submitted via the next scheduled DDN change package and must be formatted to support aircraft inspection procedures at both 5-skill-level and Depot levels. Respondents must be registered in the System for Award Management (SAM) and provide their Cage Code and Unique Entity Identifier (UEI), along with their business size classification under NAICS 541990 and the highest security clearance held by their organization. The response must be submitted as a 10-page capability package, single-spaced in Arial 10–12 point font with specified margins, excluding the cover page, and must include company identification, technical qualifications, employee experience, past performance on similar projects, and detailed experience with KC-46A or analogous aircraft over the past five years. Participation in this RFI does not guarantee future contract opportunities, and no compensation will be provided for response costs. Proprietary data must be clearly marked, and contractors are encouraged to proactively disclose any potential Organizational Conflict of Interest (OCI) under FAR 9.5 to determine if a mitigation plan will be required in a future solicitation. Responses are due by 3:00 PM EDT on July 27, 2026, and must be emailed to the designated contracting officer and contract specialist. Late submissions will not be accepted.
