The King County Library System ("KCLS" or "Owner") is one of the top three largest circulating libraries in the United States. KCLS is one of the busiest library systems in the country, serving 1.2 million residents through 49+ libraries and mobile services. The KCLS service area encompasses 2,100 square miles of rural, suburban and urban King County surroundings, not including the City of Seattle, serving 36 municipalities and 18 school districts. Established in 1942, per RCW 27.12.040 KCLS is a special purpose taxing district that is governed by a seven-member Board of Trustees and operates under the constitution and laws of the State of Washington. A list of KCLS locations is provided in Attachment B.
