Kepler Memorial Pool Renovations and Additions

Sealed Bids for the construction of the Kepler Memorial Pool Renovations and Additions shall be submitted electronically via PennBid at https://pennbid.bonfirehub.com no later than 10:00 AM on October 20, 2026 at which time they will be publicly opened and read aloud at the Nittany Valley Joint Recreation Authority at 301 N. Spring St., Suite 200, Bellefonte, Pa. 16823 . Bids will be reviewed and voted on to award on New Date at the Nittany Valley Joint Recreation Authority Board meeting, meeting time to be determined. The Project consists of: Reconfiguration of the existing pool facility and installation of an ADA chair lift to provide accessibility. Including new concrete walls for the reconfiguration, parging and finishing of the existing walls and pool bottom; pool deck sidewalk replacement and revised grading. Removal of the existing kiddie pool. (The replacement and relocation with a new kiddie pool/splash pad facility between the main swimming pool and the bath house will be in separate later phase – Not part of Phase 1) Removal of the existing pumps and tanks and filling in of the existing pump vaults. Construction of a new utility equipment building to house the new pumps and filters for the reconfigured pool and new kiddie pool/splash pad. Installation of a new water service line to the proposed utility equipment building and connection to the existing sanitary sewer service. Removal and replacement of the existing pool deck and expansion of the deck area requiring removal of some of the front existing retaining walls and expansion with new walls connecting to existing remaining. Installation of stone veneer at the wall face, as an alternate Installation of a new artificial turf seating plaza overlooking the future kiddie pool facility and pool deck area. Installation of new ADA parking and access, ADA access to the pool area and new pedestrian access to the existing pool house. Relocation of existing chain link fencing and installation of new chain link fencing and gates. Bid Alternates include: 1. Replace of part of the chain link fence with new ornamental security fencing and gates at the front and pool house areas 2. Installation of stone veneer at the existing and proposed front retaining walls and interior plaza area. A mandatory pre-Bid conference will be at the proposed construction laydown area adjacent to the site on a date and time to be determined Prevailing Wage Rates. The Contract is a prevailing wage rate contract. P.S. Section 165-1 et seq. A copy of the prevailing wage determination is included in the bidding documents. Bid security must be provided at the time of bid submission in the amount of ten percent (10%) of the total bid price made payable to Nittany Valley Joint Recreation Authority in the form of a certified or bank check or a bid bond issued by an accepted surety and executed by the bidder.
Nittany Valley Joint Recreation Authority reserves the right to reject any and all bids and to waive bidding informalities. Bids will become subject to public disclosure as required by the Pennsylvania Right to Know law. Bids shall remain valid for sixty, (60) days.
