Keys to Community HRL & EBG Program

The City of Ontario Purchasing Department is issuing solicitation number 2005 to establish a pre-qualified list of construction contractors for the Keys to Community Program. This initiative comprises the Housing Rehabilitation Loan (HRL) and the Exterior Beautification Grant (EBG) programs, which aim to improve residential housing quality, safety, and neighborhood aesthetics within the City of Ontario, California. Qualified contractors will be placed on a referral list and invited to bid on individual projects involving residential rehabilitation and exterior enhancements. The scope of work includes essential home repairs such as structural improvements, ADA-compliant modifications, and upgrades to meet housing quality standards. Eligible activities under the HRL program cover both interior and exterior repairs, focusing on health and safety hazards and accessibility, while excluding luxury items and most room expansions. The EBG program specifically focuses on exterior improvements, including painting, siding repair, landscaping, irrigation installation, and the removal of unauthorized walls or fencing, while explicitly prohibiting interior or structural work. Interested contractors must submit their responses by July 23, 2026. A mandatory Noncollusion Declaration must be executed and submitted, affirming that the bid is genuine and independently prepared without price-fixing or collusive arrangements. All work must be performed by licensed contractors and adhere to applicable housing quality standards and the Americans with Disabilities Act. Inspection and acceptance of completed projects will occur at the residential property locations within the City of Ontario.
