This contract, solicitation number N00164-26-Q-0139, is a sole-source, firm-fixed-price procurement issued by the Naval Surface Warfare Center Crane under NAICS code 811210 for repair and evaluation services of critical test, measurement, and diagnostic equipment from Keysight Technologies. The requirement encompasses 27 distinct CLINs, including standard repairs for 11 specific pieces of equipment such as signal analyzers, spectrum analyzers, network analyzers, power sensors, signal generators, and oscilloscopes, each identified by unique part and serial numbers, with additional evaluation services for five items including ECal modules, network analyzers, and oscilloscopes. Each evaluation is structured with a corresponding repair option contingent on the outcome of the assessment, with defined maximum repair values ranging from $6,000 to $30,000 per option, though base evaluation pricing remains unspecified. The contract is issued under the authority of FAR 13.106-1, permitting sole-source acquisition due to the equipment being peculiar to Keysight Technologies, with no competition required, though other offerors may submit capability statements for the agency’s consideration. The contractor must comply with stringent military marking and identification standards, including MIL-STD-130 and MIL-STD-129, requiring unique item identifiers encoded in 2D Data Matrix symbols compliant with ISO/IEC 16022 and ISO/IEC 15434. Invoicing must be conducted electronically through the Wide Area WorkFlow system, and the contract incorporates comprehensive cybersecurity and compliance obligations, including adherence to NIST SP 800-171 for safeguarding covered defense information and meeting Cybersecurity Maturity Model Certification requirements. The contractor must also comply with restrictions on foreign-sourced equipment, prohibitions on hexavalent chromium use, accelerated payment obligations to small business subcontractors, and requirements for code of ethics, whistleblower protections, and government reporting. Proposals are due by May 18, 2026, and must be submitted via email to the designated contracting officer, with all amendments posted on SAM.gov, and offerors must be currently registered in the System for Award
