The King’s Printer is seeking input through a request for information to better assess the market landscape for cheque manufacturing services, specifically focused on the secure production of government cheques and transcripts using authorized watermark paper. This initiative is not a procurement or tender notice but aims to gather insights on supplier capabilities, market interest, and potential barriers to participation such as high material costs, stringent security and compliance requirements, and the challenges of operating under unpredictable, as-needed demand. The services require specialized infrastructure for secure handling, storage, and production, with no guaranteed volume, making it difficult for many potential vendors to commit resources without certainty of return. The Ministry is particularly interested in understanding alternative service delivery models that could enhance efficiency, reduce supplier burden, and broaden participation while preserving the high standards of security, quality, and auditability required for government documents. Feedback is sought on how to structure future initiatives to be more accessible and sustainable for vendors, including potential innovations in material sourcing, processing workflows, or security protocols. This RFI serves as a foundational step to inform any future procurement strategy, ensuring that any resulting contract design is informed by real-world market conditions and operational realities. The request for information was posted on June 5, 2026, with responses due by June 22, 2026, and is managed through the Government of Canada’s procurement channel.

The purpose of this RFI is to gather information that may be useful to the Ministry with respect to a potential future procurement or other process or initiative. This RFI is not: (i) a tender notice or call for tenders; (ii) a notice of intended procurement; or (iii) a notice of planned procurement. The King’s Printer is responsible for providing cost-effective, customized print services to provincial ministries and broader public sector organizations. Currently, these services involve the secure production of cheques and transcripts using government watermark paper sourced from an approved supplier, with strict technical, quality, and security requirements. The work is delivered on an “as and when required” basis without guaranteed volumes, requiring vendors to manage specialized materials and maintain secure handling and storage processes.Through this RFI, the Ministry aims to better understand market interest, supplier capacity, and potential barriers to participation, such as high upfront material requirements, security compliance costs, and the lack of guaranteed demand. It also seeks feedback on alternative service delivery approaches that may improve efficiency and encourage broader supplier participation while maintaining required security and quality standards.
