AI Contract Overview
This contract is a small business set-aside indefinite-delivery contract under solicitation SPE7LX-26-U-8891 for the supply of 68 knobs (NSN 5355-01-382-5286) with a contract maximum value of $350,000 and a guaranteed minimum of 10 units. Deliveries must be completed within 88 days after order placement, with FOB origin terms applying, and all shipments restricted to the continental United States. The contractor must comply with stringent packaging and marking standards per MIL-STD-2073-1E and MIL-STD-129, using packaging code U and specific container configurations without the use of plastics as cushioning or dunnage unless contractually permitted. Preservation requirements mandate cleaning and drying only, with no protective chemicals applied. Sampling for inspection must follow MIL-STD-1916 or ASQ H1331 Table 1, with zero non-conformances required for acceptance unless otherwise specified; critical, major, and minor attributes are assigned AQLs of 0.1, 1.0, and 4.0 respectively, with unspecified attributes treated as major. The contract prohibits the use of asbestos, ozone-depleting chemicals, and mercury or mercury compounds in all delivered items, with narrow exceptions for batteries, fluorescent lamps, instruments, weapon systems, and NAVSEA-approved reagents, which must include secondary containment per NAVSEA 5100-003D. All hazardous materials must be labeled in accordance with 29 CFR 1910.1200, with Safety Data Sheets submitted prior to award. The offeror must certify small business status, provide a Unique Entity ID and CAGE code, and confirm compliance with cybersecurity requirements including NIST SP 800-171 and safeguarding covered defense information. Invoicing must be processed through WAWF using appropriate document types. Payment is subject to accelerated terms for small business subcontractors, and the award will be based on price and technical acceptability under a likely lowest price technically acceptable framework. All technical and quality requirements are governed by the DLA Master List of Technical and Quality Requirements, incorporating applicable military standards and regulatory controls throughout the supply chain.
