AI Contract Overview
The U.S. Embassy Koror, under the Department of State, is soliciting quotes for the renovation of the Guard House in Koror, Palau, under solicitation number 19PS4726Q0009. This is a Firm Fixed Price contract to be awarded on a Lowest Price Technically Acceptable basis, meaning the lowest-priced offer that meets all technical and compliance requirements will be selected without further negotiations unless necessary. Proposals must be submitted electronically by 4:30 PM on July 8, 2026, to TeriongKL@state.gov in Microsoft Word, Excel, or PDF format, with each file under 30MB; larger submissions must be split into multiple emails. Offerors must complete and submit the SF-18, Section A (Pricing), Section L (Representations and Certifications), and proof of active SAM registration, as failure to register in SAM will render the offer non-responsible. The work includes full renovation of the guard house based on approved drawings and a 16-page Scope of Work, requiring compliance with U.S. OSHA, EM 385-1-1, and local safety standards, along with hazardous waste disposal, permit acquisition, and daily reporting. All work must be completed within 150 working days after the Notice to Proceed, with liquidated damages of $400 per day for delays. Key personnel requirements include an English-speaking supervisor on-site at all times and full security screening of all workers within ten days of award, including submission of personal data and police clearances for government clearance and badge issuance. The contractor must provide material certifications, maintain spare PPE, inspect all tools and equipment, and hold the government harmless for any incidents arising from their operations. Acceptance occurs on-site upon Government inspection against standards including ASTM C1186, ANSI Grade 2 locks, NFPA 70, and UL/CSA/FM certifications. Invoices must separately state VAT and be processed via Electronic Funds Transfer using SAM-determined details. Attachments include bond forms, sample bank letters, pricing breakdowns, and construction drawings, and proposals must be organized into two volumes covering pricing and technical management. No options, size set-asides, or specific contract value are disclosed, and the award is expected to be made promptly after the deadline based strictly on price among technically acceptable, responsible offerors.
