1. L-Band Space Experiment Technology Development. This is an announcement that the United States Air Force (USAF), Air Force Research Laboratory (AFRL) intends to issue/award a sole source contract to Lockheed Martin Corporation Newtown, PA for the purpose of tasking the contractor to develop a low cost light weight L-Band phased array with a distributed power subsystem for experimental flight test in Low Earth Orbit (LEO). The flight experimentation is to address fundamental risk issues of the array architecture, materials, and components in a combined-effects environment of space, to mature the array technology to TRL 6 or greater. The space flight test of the L-Band phased array mentioned previously is a continuation of the R &D of this technology and is expected to deploy through the Space Experiments Review Board (SERB) process. The Air Force will task contractor personnel to develop the L-Band array hardware to integrate with the SERB bus and operate all equipment required to test and evaluate the array upon deployment to LEO. 2. The estimated value of this work is $3.4M. Contractor responsibilities include the design, development, fabrication, assembly, and integration of a four tile L-Band phased array and distributed power subsystem to be deployed to LEO. The L-Band phased array experimental hardware will also include sensor systems and telemetry capabilities to evaluate the array performance and overall physical condition throughout the duration of the one year flight experiment period. 3. Vendors who are capable of providing the services stated above shall fully identify their interest and submit, in writing, information documenting their qualifications and capabilities to meet the requirements stated above within 15 days after publication of this synopsis. Responses must be submitted to Paul Smith, Contracting Officer, via email at Paul.Smith@wpafb.af.mil. Responses received after 15 days or without the required information will be considered non-responsive to the synopsis and will not be considered. Other business opportunities for AFRL are available at www.fedbizopps.gov. The proposed contract action is for services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, any proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contractual action based upon responses received to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Direct questions to the Contracting points of contact (POC's) identified in this announcement.

Solicitation # FA865226SC005
Solicitation FA865226SC005 is a Centralized, Open Two-Step Spiral issued by the Air Force Research Laboratory under the Defense Commercial Solutions Opening (CSO) framework in accordance with R-DFARS 212.70. The government is seeking Commercial Solutions Brief (CSB) submissions for innovative solutions ranging from advanced component development to operational systems development, specifically limited to Foundational Technologies (AFRL/RE). This procurement follows a two-step process where only CSB submissions are currently requested; offerors must be categorized as Selectable during the Step One evaluation to be invited to Step Two, which involves the submission of a Commercial Solutions Proposal (CSP). The deadline for Step One CSB submissions is 5:00 PM Eastern on April 30, 2027. Submissions must align with the Areas of Interest identified in Attachment 1 of the AFRL Enterprise CSO and follow the formatting instructions in Section 7 and Attachment 2 of the main announcement. While there is no limit on the number of CSBs a single offeror may submit, each must present a unique approach. Submissions should be emailed to afrl.cso.mailbox@us.af.mil, though those containing Controlled Unclassified Information must be transmitted via the DoD SAFE system. This spiral was noted as cancelled effective June 4, 2026, with future spirals transitioning to a decentralized model issued by respective Mission Organizations.
