The Naval Air Systems Command (NAVAIR) plans to enter into sole source negotiations with Sabreliner Corporation to secure Sustaining Engineering Services for the Navy’s T-39G and T-39N aircraft along with their ancillary equipment. These services, provided under a commercial acquisition following FAR Part 12, will support safe operation, prolonging the programmed service life and maintaining readiness rates of the aircraft. The contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) agreement featuring fixed price labor hour rates, initially covering a one-year base period from October 1, 2006, to September 30, 2007, with the option to extend for four additional one-year periods through September 2011. Work will include aircraft modification engineering, analysis of safety-related incidents, and recommendations to enhance operational readiness. Tasks require proprietary access to design and production drawings retained uniquely by Sabreliner, the original manufacturer and sole source holder of the aircraft’s technical data. NAVAIR’s intent to award the contract solely to Sabreliner is based on the company’s unique possession of the necessary knowledge, experience, and proprietary data, making it the only responsible source capable of fulfilling the requirement. This acquisition will proceed under FAR 6.302-1 authority, indicating no other supplier can meet the agency's needs. The notice serves informational purposes and does not solicit proposals; however, if industry believes competition is feasible and advantageous, they must provide clear evidence to that effect. Without such response, the contract award will move forward directly with Sabreliner. Contract specialists overseeing this effort are available for inquiries, and subcontracting opportunities may be pursued through Sabreliner directly.
