AI Contract Overview
The FBI is seeking to award a single-award, indefinite-delivery indefinite-quantity (IDIQ) contract for powder-free latex and nitrile laboratory gloves under a total small business set-aside, with the NAICS code 339113. The contract will provide gloves to support the Laboratory Division, ensuring personnel protection and evidence integrity across FBI lab locations in Quantico, Virginia, and Redstone Arsenal, Alabama. Offerors must submit a firm fixed price proposal that meets strict technical specifications, including glove dimensions, tensile strength, elongation, protein content, and packaging requirements, all aligned with ASTM D3578 for latex and ASTM D6319 for nitrile gloves. Packaging must consist of 100 gloves per dispenser box, 10 boxes per case, with each box clearly labeled with manufacturer date, expiration date, lot number, and country of origin. Products must have at least 12 months of remaining shelf life upon delivery, and delivery must occur within five to seven days of order placement under FOB Destination terms. The contract includes a one-year base period with four one-year options and an optional six-month extension, for a potential total performance period of nearly six years. Proposals are evaluated on a lowest price technically acceptable basis, requiring full compliance with all technical criteria including submission of a completed Product Pricing Matrix in Excel format and verification of active SAM.gov registration. Non-compliance results in immediate rejection. The contract enforces unique and restrictive requirements, including unlimited government rights to all data, strict prohibitions on publication or disclosure of contract-related information, and mandatory FBI security clearance for all contractor personnel accessing facilities. Contractors must disclose any organizational conflicts of interest and provide detailed mitigation plans. Any schedule disruption must be reported verbally immediately and followed by written notice within five days. Invoicing is exclusively through IPP.gov, and the contract prohibits use of WAWF. Amendments to the solicitation removed Buy American and TAA requirements for latex gloves, though nitrile gloves remain subject to TAA compliance. Questions were due May 15, 2026, and proposals must be submitted via email to Lily Calvert by May 20, 2026, in two distinct volumes—one technical and one pricing-only—using specified formats. Only small businesses are eligible, and offerors must certify size status and provide UEI and CAGE codes. Failure to adhere to any requirement, including labeling, delivery, or security protocols, may result in contract termination without cost
