The Centers for Disease Control and Prevention (CDC) plans to engage Indoor Biotechnologies, Inc., located in Charlottesville, VA, on a sole source basis for laboratory testing of dust samples for nine specific allergens. This work involves allergen analysis using the Multiplex Array for Indoor Allergens (MARIA) technology performed by the Immunoassay Group at Indoor Biotechnologies, with dust extracts prepared by the University of Iowa’s Pulmonary Toxicology Facility. The vendor must meet stringent qualifications, including having an MD or PhD lead the testing, a minimum of ten years of experience with MARIA technology substantiated by peer-reviewed scientific publications, established expertise in allergen dust testing, and holding exclusive licenses for monoclonal antibodies through the University of Virginia Patent Foundation. Importantly, Indoor Biotechnologies is also the only current Luminex Strategic Partner for allergen detection, which supports the justification for a sole source procurement under FAR 6.320-1, indicating no other suppliers or services meet the agency's requirements. Although this notice is not a request for competitive proposals, interested vendors may submit information demonstrating their capability to fulfill the requirements. Such submissions will help the government determine whether a competitive procurement is warranted but will not receive feedback on evaluation results. Vendors must be registered with the Central Contractors Registration system prior to contract award. The contract carries the NAICS code 541380 and is set to be performed in Hyattsville, MD. The point of contact for this procurement is Contracting Officer Natasha Y Rowland, reachable via email or phone as specified. This presolicitation reflects the CDC’s intent to maintain continuity and quality in allergen dust testing by utilizing Indoor Biotechnologies’ specialized and proprietary technologies.
