Sole Source. The Mission and Installation Contracting Command (MICC), Fort Hood, Texas, intends to issue a follow-on contract for continued Field, Chemical and Biological Laboratory Test Services at the U.S Army Dugway Proving Ground (USADPG), Utah. A Cost plus Fixed Fee (CPFF) contract on a sole source basis will be issued to Jacobs Technology Inc. located at 600 William Northern Blvd Tullahoma, TN 37388-4729 while a solicitation for a new competitive contract is prepared. The Field, Chemical and Biological Laboratory Services at USADPG is currently being fulfilled through the current contract W911S6-04-C-0002. Based on the mobility required, obtaining security clearances, and transitioning of Government Furnished Property, as well as to meet the 24 March 2019 performance start date the U.S Government's solution would be to issue a follow on contract to the incumbent contractor. This requirement will be in accordance with Federal Acquisition Regulation (FAR) Part 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The North American Industry Classification Systems (NAICS) Code is 541715, Research and Development in the Physical, Engineering and Life Support Sciences with a size standard of 1,000 employees. Period of Performance is 24 March 2019 to 23 March 2020, with a three month option period. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If you feel that your firm possesses the ability to provide these requirements, then you must respond by demonstrating your firm's technical capability to meet these requirements by 3:00 P.M. Central Standard Time, 7 January 2019.
