LAFCO File No. 4-S-24 | Garden Farms Community Water District Municipal Service Review and Sphere of Influence Study

The San Luis Obispo County Local Agency Formation Commission (LAFCO) has conducted a Municipal Service Review (MSR) and Sphere of Influence (SOI) Study for the Garden Farms Community Water District (GFCWD) under Government Code Sections 56430 and 56425. The MSR evaluates the public services provided by the District and serves as the foundation for the SOI, which establishes a 20-year growth boundary for areas that may be served by the District in the future. As part of this process, the Commission amended the District's SOI and confirmed that its authorized functions are limited to water supply and distribution, including the operation and maintenance of wells, storage, and treatment facilities, in accordance with California Water Code Section 30000. The project, identified as LAFCO File No. 4-S-24, is located in the unincorporated area of San Luis Obispo County, south of the City of Atascadero and west of El Camino Real. A Notice of Exemption was filed on May 22, 2026, certifying that the study is exempt from the California Environmental Quality Act (CEQA) because it involves no land use changes and will not significantly affect the environment. The action followed a public hearing held on May 21, 2026, and the official records are maintained by the San Luis Obispo County LAFCO.
