Laguna Middle School And The Los Osos Middle School Phase 2 Modernization Projects

The San Luis Coastal Unified School District is soliciting an alternative design-build entity for the Laguna Middle School and Los Osos Middle School Phase 2 Modernization Projects located in San Luis Obispo, California. The selected entity will be responsible for the complete lifecycle of the project, including producing final designs, securing approval from the Division of the State Architect (DSA), and managing the subsequent construction. A critical prerequisite for the project is that no construction work may commence until the entity has obtained written DSA approval regarding the safety of the design and construction, and the final construction price has been established. The combined expected cost for these modernization efforts is estimated to be between $8 million and $10 million. The procurement process follows a two-phase approach, beginning with a Request for Qualifications to identify and prequalify or short-list entities based on technical expertise, safety records, and licensing. A mandatory requirement for qualification is an enforceable commitment from the design-build entity and all subcontractors at every tier to utilize a skilled and trained workforce for all apprenticeable occupations in the building and construction trades, in accordance with Education Code section 17250.62(c). Following the prequalification phase, the District will use a best value methodology to select the final contract awardee. Statements of qualifications must be submitted as sealed hard copies and one electronic copy to the District's Facilities Office by October 1, 2026, at 10:00 A.M.
