Lake Jennings Campground & Public Access Recreation Amenity Improvements Project (CIP20009)

The Lake Jennings Campground and Public Access Recreation Amenity Improvements Project (CIP20009) is a redevelopment initiative led by the Helix Water District in Lakeside, California. The project focuses on two primary components: a comprehensive redevelopment of the campground site, which includes the installation of 14 new campsites, upgraded recreational amenities, and renovated facilities such as restrooms, the office building, the garage, and the laundry room; and the transformation of an existing paved parking lot into a public playground featuring a fenced dog park and specialized wood fiber surfacing. The scope also includes the installation of ADA accessible walkways, concrete paver patios for cabin sites, and wood and chain safety bollard assemblies for access control. The project is subject to rigorous environmental and regulatory standards, including the California Environmental Quality Act (CEQA) and the Coastal Act. A Mitigated Negative Declaration has been adopted to address potential impacts on biological, cultural, and tribal resources, with specific requirements for biological monitoring of trenches and the protection of human remains per Health and Safety Code Section 7050.5. Technical compliance is mandated through a Stormwater Quality Management Plan adhering to the County of San Diego Watershed Protection Ordinance and adherence to IBC and CBC building codes. Construction is planned to begin in June 2026 and last approximately 12 months, with oversight provided by geotechnical engineers for excavation and fill approvals.
